While a student at the prestigious Military Medical School Academy in Mexico City, Ruben heeded President Roosevelt's call for Mexicans to come help America with the WW II war effort.

Ruben, worked on the railroad system, important to the war effort. His second assignment was in McMinnville. These workers have been called "Railroad Soldiers."

Having returned to Mexico following his Bracero assignment, he was able to come back to the U.S. After working in Los Angeles, he moved to a hospital in Santa Maria.

In 2011 Jim flew to Washington, D.C. to be introduced in the balcony by President Obama during the State of the Union Address. Ruben did police, and court translation for many years in Yamhill County. In the 1960s he was made an official Special Deputy by Sheriff Bud Meekers. Ruben held his position until his 2010 death under Sheriff Jack Crabtree.
